@##AMIT##: A Matsuri is a shrine (a shinto temple) festival. The Sanja Matsuri happens every year in Asakusa, a traditional city of Tokyo. They carry portable shrines through the neighborhoods, the guys on top of them are Yakuza, most likely the members of local gangs.
